PMC will design for your municipality a unique program that can reduce the impacts of community blight from foreclosures and assist in generating municipal revenue to address short-and long-term needs.
Applicable to residential, commercial and mixed-use properties, PMC’s services are comprehensive but can easily be combined or individualized to meet the specific needs of any municipality. Depending on the needs of your community, initial services may include:
- Developing a vacant/abandoned property ordinance with an associated cost recovery fee program.
- Creating a public outreach program that encourages property owners facing foreclosure to access local financial assistance programs that will help them keep their property.
- Providing displacement and relocation services.
- Designing an effective program that will enable your municipality to access and manage available federal and state grant funds.
- Developing programs that will manage and maintain area properties to reduce chances of blight. Efforts may include working with code enforcement and promoting community policing programs, implementing an informational hotline for residents to call regarding property management issues, and encouraging community engagement.
- Underwriting new loans or grants to developers seeking to make new investments in the community. Training municipal staff in best industry practices and the technical skills that prepare them to work with or address:
- IDIS or DRGR federal reporting systems
- Compliance audits
- Creation of program procedure manuals
- Grant writing and administration
