Grant Line Road Interchange

City of Elk Grove

The City of Elk Grove hired PMC biologists to assist with its Grant Line Road/SR-99 interchange project, which consisted of reconstructing an inadequate rural interchange to accommodate vehicle trips generated by existing, approved, and planned development within the region.  The project was complicated by the presence of jurisdictional wetlands and a blue elderberry (Sambucus mexicana) plant that required transplantation.

PMC biological staff prepared a wetland delineation report and Biological Assessment, and also prepared the permit application packages for a United States Army Corps of Engineers Section 404 dredge and fill permit, and a Central Valley Regional Water Quality Control Board Section 401 water quality certification.  Additionally, PMC prepared the project's mitigation monitoring and reporting program, assisted with blue elderberry transplantation, conducted pre-construction surveys for special status species, monitored the construction, and performed post-construction monitoring in compliance with the project's Section 404 permit conditions.
