Old Town Peoria Revitalization Plan

Peoria retained PMC to update the Old Town Peoria Revitalization Plan, whose objective was to establish a clear vision and identity for a sustainable, well-connected, economically viable, and revitalized Old Town and adjoining sub-areas. This project involved bringing together and facilitating a large advisory committee of decision-makers, staff members, community activists, and stakeholders, and creating consensus and collaboration on a vision that represented the community’s desires. The revitalization plan product was based on a strong public outreach strategy, sound economic data, and a unified community vision.

Key elements of this Revitalization Plan included a historic preservation plan, land use plan, circulation plan, design plan, and design guidelines and standards for achieving the desired future development. The plan also incorporated an overall strategy to create a strong pedestrian-oriented Old Town core, transit-oriented development, and a well-connected and integrated project area. An important component to the success of this plan was the implementation strategy, which provides the City with short- and long-term action items for the plan’s implementation. Three-dimensional modeling and visual simulations were developed as part of this project to aid the community and decision-makers in envisioning the planning area over the next decade and beyond.
