North Santa Rosa Station Area Specific Plan

The North Santa Rosa Station is one of 14 stations being planned by Sonoma-Marin Area Rail Transit (SMART) for a start-up level of commuter rail service along the Northwest Pacific rail corridor. The City of Santa Rosa selected PMC to lead the project for the North Santa Rosa Station Area Specific Plan, funded by a grant awarded by the Metropolitan Transportation Commission. The plan will support the future SMART station by outlining strategies to establish a transit-supportive environment by improving connections between the station and adjacent destinations, densifying and intensifying land uses at key locations within the project area, and enhancing the physical design of the urban environment. While much of the existing area is developed, a few large, vacant parcels in the project area afford unique opportunities for transit-supportive development.

The planning effort will focus on evaluating existing and potential land uses, analyzing circulation and infrastructure conditions, and developing land use regulations, implementation strategies, and design guidelines to encourage appropriate transit-oriented development within the project area. Components of the project include the following:

  • Land use alternatives analysis
  • Station access and connectivity plan
  • Parking demand analysis
  • Pedestrian-friendly design standards
  • Infrastructure development and financing strategy
  • Implementation plan
  • Community involvement strategy
