Old Town Revitalization

City of Elk Grove

PMC developed and implemented a multi-level public outreach program to promote the City’s efforts in its historic Old Town area and support merchants and economic development during a lengthy construction project. The plan included local business, resident, and stakeholder programs for a two-year Capital Improvement Project, creation of a new Special Planning Area, and the exploration of a business improvement district. Our team created a complete branding campaign for all communication efforts related to Old Town and created and implemented a multilevel marketing program to attract businesses and increase revenues in the area as well as resident communications. Campaign elements included a unique Web site for all Old Town projects, e-newsletters, direct mail programs, and a multi-media campaign. PMC staff also coordinated media outreach efforts and served as spokesperson for the project on behalf of the City. In addition, team members provided meeting facilitation and presentations.

Despite ongoing construction and road closures, PMC’s program resulted in a 22% increase in sales tax revenue and attracted new businesses to the area. The Old Town Elk Grove Revitalization Project was the winner of the California Local Economic Development Association’s Grand Prize for Economic Promotions in 2005.
