The City of San Carlos hired PMC to complete a greenhouse gas emissions analysis and Climate Action Plan (CAP), which was funded by a grant from the Bay Area Air Quality Management District (BAAQMD). PMC developed a 2005 baseline inventory report for the City, which summarized community-wide greenhouse gas emissions in San Carlos and served as the basis for the Climate Action Plan. The CAP was prepared with a target reduction goal of 15% below 2005 levels by 2020 consistent with AB 32. The CAP team worked with a three-member Climate Action Plan Subcommittee of the General Plan Advisory Committee to develop the City’s Climate Action Plan.
