PMC has been providing comprehensive municipal services for the City of Elk Grove since its incorporation in 2000, including contract planning staff for all functions of the Planning Department in current and advanced planning projects and responsibilities.
PMC was contracted by the City of Elk Grove to prepare the first General Plan and Elk Grove Zoning Code Update for the City, along with a set of Elk Grove Design Guidelines.

As an extension of City Staff, PMC also served as the project manager for the East Franklin Specific Plan and Laguna Ridge Specific Plan. The Specific Plans include residential, commercial and open space areas.
PMC services also included support to the City’s Public Works Department in preparing:
- Notices of Exemption
- Mitigated Negative Declarations
- EIRs for various Capital Improvement Program projects.
Our Housing and Redevelopment staff provided extensive lead and support services to the City in obtaining and managing grants, conducting inspections, loan program oversight, and preparing various Redevelopment Agency studies and implementation programs.
