    Yuba and Sutter Counties

The Yuba-Sutter Natural Community Conservation Plan/Habitat Conservation Plan (NCCP/HCP) is a cooperative planning effort initiated by Yuba and Sutter counties in connection with improvements to Highways 99 and 70, as well as future development in the area surrounding those highways.  The Yuba-Sutter NCCP/HCP allows will allow for the economic development of land, while providing for the regional protection and management of thirty-one endangered, threatened, special status, and currently unlisted taxa of plants and animals and their habitat pursuant to the federal Endangered Species Act, the California Endangered Species Act, and the California Natural Community Conservation Planning Act.  PMC biologists are assisting the cities in managing the planning effort which covers approximately 210,000 acres of land.
