    Downtown Specific Plan

    City of San Dimas

    PMC was selected by the City of San Dimas to prepare a Downtown Specific Plan for a historic downtown core of commercial, light industrial, and residential uses. PMC worked closely with the Community Development Department and local citizens to ensure that the plan was a collaborative effort reflecting the needs and desires of the community.

    The Specific Plan proposed a combination of commercial/residential/office mixed-use development and higher-density residential uses to create a 24-hour walkable community hub providing access to shopping, entertainment venues, offices, and the City of San Dimas Civic Center. The plan also anticipated the eventual redevelopment of a downtown light industrial site into a Gold Line light rail station with a park and ride lot. Additionally,c the plan emphasized the restoration and preservation of historic structures, the removal of incompatible light industrial uses (primarily auto-oriented), and the easing of parking requirements in the downtown area to encourage pedestrian activity, stimulate commercial development, and increase livability.

    Products included new gateway treatment designs and a land use and design plan that integrates “DowntownCode” hybrid zoning provisions. Accompanying this design plan was a Vision Poster graphically depicting district improvements and concepts for the purpose of showing rather than just telling the envisioned future of downtown San Dimas. The plan also included realistic right-of-way improvements that incorporated provisions to address the relationship and integration of the public and private realms, and an implementation/action plan with a prioritized list of recommended improvements for the plan area, available grants for their implementation, and a recommended phasing schedule for area improvements.
