    Downtown Vision Plan and Mixed-Use District

    The 2007 Anderson General Plan identified a strong community desire to reestablish a vibrant small downtown environment.  PMC was retained to help the City create a more focused vision for downtown and developed a mixed-use zoning framework.  PMC prepared a vision study and developed a mixed-use zoning ordinance update that applies form-based code standards and design guidelines to focus the development community on creating lively, architecturally complementary, and pedestrian-oriented commercial district and infill residential areas. 

    The Mixed Use District included:

    • Building Form Standards designed to “activate” the sidewalk environment, including build-to lines, storefront design provisions, and frontage types.
    • Land use provisions that provide a simplified list of permitted uses and a detailed list of what is not permitted to ensure that flexibility is built in for desirable downtown uses.
    • Architectural design standards guiding the look and feel of new buildings to preserve and enhance the historic downtown character and to preserve the small-town feel of Anderson.
