PMC was hired to prepare amendments to the Old Town Elk Grove Special Planning Area (SPA) and to develop and implement a public outreach program to promote the City’s efforts in its historic Old Town area. The Special Planning Area Amendment was initiated to establish clear land use objectives, development standards, and design guidelines in keeping with the desired vision to maintain the historic integrity of the area. Significant issues included signage, access, compatibility, scale, setbacks, architectural details, and parking. The PMC team coordinated the effort with the City’s  Zoning Code Update.
