PMC was retained by the American Valley Community Services Authority (AVCSA) to review the feasibility of consolidating the Quincy Community Services District and East Quincy Services District into a single community services district. PMC also reviewed and analyzed the options for implementing the consolidation. The scope, findings, and recommendations contained in the study assisted the districts in defining the advisability, benefits, timing, and process of consolidating into a single governmental entity. Several proposed governance models were presented and discussed with district stakeholders to determine the optimum model for implementation. The study also included considerations of facility and equipment consolidation, as well as legal considerations with LAFCO and integration of different staff compensation packages.
