PMC has performed dozens of studies designed to determine the need for new public infrastructure to support existing populations and future growth. The City of Chico retained PMC to prepare a citywide update of its General Plan. An integral component of the GPU process was a comprehensive assessment of the public facility needs projected to the GP horizon year of 2030. PMC conducted an in-depth inventory of all publicly operated facilities including parks and recreation, general government, police and fire protection, transportation, stormwater management, and wastewater treatment. A needs assessment was then developed that is driven primarily by the new growth anticipated in the General Plan but also by application of appropriately modified level of service standards for public facilities and services. Essential components of the PFFP are detailed evaluations of the cost of public facilities and of potential funding sources, including an analysis of potential development impact fees and fee levels.
PMC integrates sustainable asset management principles using the “triple bottom-line” approach in its PFFP studies—infrastructure investment decisions should balance economic, social, and environment values through long-term, total life-cycle cost analyses. PMC strives through its public facilities studies and associated fiscal impact analyses to provide the tools necessary to make those decisions that enhance the quality of life now and into the future.
